The name Ûbû Qamà Higu̹ is derived from the Wood Elvish language, as Ûbû Qamà Higu̹ was founded by Margale, who was culturaly Warrenese.
Climate
Ûbû Qamà Higu̹ has a yearly average temperature of 20°C (68°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a cool 13°C (55°F). Ûbû Qamà Higu̹ receives an average of 185 cm/y (72 in/y) of precipitation, most of which comes in the form of rain during the fall. Ûbû Qamà Higu̹ covers an area of nearly 535 km2 (214 mi2), and an average elevation of 12088 m (-3290 ft) above sea level.
Overview
Ûbû Qamà Higu̹ was founded durring the late 13th century in spring of the year 1199, by Margale. The establishment of Ûbû Qamà Higu̹ was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Margale struck deals with nearby nations and communities to establish Ûbû Qamà Higu̹ as a prison colony.
Ûbû Qamà Higu̹ was built using the conventions of Warrenese durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Ûbû Qamà Higu̹ is no diffrent. The city's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Ûbû Qamà Higu̹ is buildings are arranged arrounded highly ordered system of spacious packed earth streets which form hexical paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The city is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the city's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Ûbû Qamà Higu̹'s buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. The top tier civilian fortifications has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
Right off the bat Ûbû Qamà Higu̹ hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this city has come into quite a lot of wealth, and recently from the looks of things. This wealth has brought the city nothing but neurosis, if you can believe your eyes. Everyone acts as if you’re out to take a piece of them. Every door is locked and every window barred. Efforts are made to make you feel welcome, but only in the public areas of the city, particularly the market.

While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Ûbû Qamà Higu̹ has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Ûbû Qamà Higu̹'s natural decorations nor waterways.
Ûbû Qamà Higu̹ has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Cultural Notes
Ûbû Qamà Higu̹'s garrison was built using a different architectural style from the rest of the town. The style used is which made use of the classical orders and mathematically precise ratios of height and width combined with a desire for symmetry, proportion, and harmony. It used columns, pediments, arches and domes are imaginatively in buildings of all types. Decorative features were seen as largely unnecessary as the sheer beauty of the structure itself was often close to art. However, many buildings with large ceiling spaces had their ceilings decorated with elaborate paintings, simply because the large flat spaces could feel wasted.
Due to the actions of local Kami, summer is short in Ûbû Qamà Higu̹.
The Raven near Ûbû Qamà Higu̹ are known to be almost tame, such that they can be put to domestic use.
Ûbû Qamà Higu̹'s citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves square dance to channel Augury energies of tier 1 via throat singing.

Tall, stout walls, strong points inside the community, concentric defenses, a strategic terrain location, or a large body of standing troops might be present. Some threat is thought to exist that makes maintaining this fortification worthwhile, though it may come at a dear cost to the locals. The community’s suzerain may be uncomfortable with these defenses, as they could just as easily be used to defy the ruler.
Ûbû Qamà Higu̹'s is something of a geological and arcane anomaly, as neither physical nor magical law entirely explains its formation.
